The notes page for most of my plan sets are really close to being the same is there a way to have the notes page be prebuilt,  right now I open a old plan set copy and paste into the new plan set.

I'm not quite sure what you are asking. But it sounds like the easiest way would be to have a notes page that you just copy from project to project and then make any changes as necessary.

I've also been wondering the best way to handle a General Notes Page. Right now, I create a new Plan Set using a Plan Set Template that has a General Notes Page. All of the notes are on the Plan Set page itself, so I can edit them individually for each project if needed. Initially, I was going to have all the notes on a Softplan Drawing and then link that Drawing to the General Notes Page..the problem with that method is if I were to update the Drawing Notes to be specific to a project I'm working on, it would additionally change the notes to any previous Plan Set that was linked to the General Notes Softplan Drawing.

I'm curious if anyone else has a different/better method for this. Thanks.

Notes

I have a "Typicals" page which has all the general notes, details, etc. I keep this drawing in with all the borders in the Title Block folder. Probably 98% of the time there are no changes so this works fine. On the few times that there are any changes I will copy the Typicals page directly into the project. I then make changes to the project copy and replace the standard page with the modified page.

Another thing I have done with my Typicals page is to set it up so that it can be changed depending on where the house is to be built. My big client builds houses in an area that is subject to hurricanes. Homes that are built within a certain distance from the coast have to be designed to withstand higher wind speeds than those built further inland and thus the general notes are different there. I use Building Options for this. This builder also has SoftPlan so when I send them the plans after they are complete they can select the appropriate Building Option to match the area where the plan is to be built and they automatically get the correct notes.

I have had great success doing my notes page this way. If at any time the codes change I can make a change to the master Typicals page and it updates all past, present, and future projects, with the exception of the few that were project specific.
